Yes Maybelline sells products in mainland China.
Maybelline inherits L’Oreal’s (it’s parents company) animal testing policy, Maybelline’s finished products are likely tested on animals in mainland China.

Whilst we cannot now claim that countries involved in selling products in China can be cruelty-free, China’s animal testing policy is no longer as black and white is it seemed.
So what is Maybelline’s Official Stance on Animal Testing?
Maybelline inherit L’Oreal’s animal testing policy.
“L’Oréal no longer tests any of its products or any of its ingredients on animals, anywhere in the world nor does L’Oréal delegate this task to others.
An exception could only be made if regulatory authorities demanded it for safety or regulatory purposes.”
Whilst not all of L’Oreal’s brands inherit its animal testing policy, Maybelline will test on animals if the market(s) requires it.
